AVERAGE PURSE RULE APPROVED. John Hachmeister of Latonia and Douglas Park Tracks Says Such Arrangement Satisfactory. Cincinnati. O., January 9. — The action of the Kentucky State Racing Commission at its meeting Inst Saturday in passing the average purse rule was approved by manager John Hachmeister of the Douglas Park and Latonia tracks. Manager Hachmeister had resisted the former rule with legal proceedings. Speaking of the provision he saitl: "I have always contended that it was a mistake to compel us to give purses in all overnight races, thus making it possible for si 00 skate to earn as much money as a stake horse. I understand that the commission has decided to permit racing secretaries to arrange purses to average $ iO at Lexington and at Latonia and Louisville. Such an arrangement ia satisfactory to us. and will enable us to put more money in the overnight handicaps and purse races for the better class of horses. Douglas Park has been losing money for two years and it is an injustice to force us to give purses to a lot of cheap horses. some of which could not win 50 purses at the half-mile tracks in Canada."
