GENERAL NEWS NOTES OF THE DAY The Secretary of the Treasury has announced that it will require the raising of 0000000000 in ad ¬ dition to installments yet to be paid on the Third Liberty Loan and other receipts of the Treasury to linance the Government ut to the first of Novem ¬ ber 1918 It is to raise this money that LT S Cer ¬ tificates of Indebtedness are now being offered and the banks are called upon and relied upon to take the certificates and thus finance the Government in anticipation of the sale of bonds to the public in the next Loan caniiaign It is desirable in this connection that the banks should educate their cus ¬ tomers to this plan of financing and urge them to invest their money in the certificates It has be ¬ come imperative that banks should scrutinize their loans as quickly as possible eliminate loans for iionessential purposes and make no new loans for such purtoscs and conserve their resources in every possible way for war financing which lias the right of way over all other forms of borrowing It is now plain to every individual that America is relied upon to turn the scale in the fighting and no person or institution may withhold full support in whatever way it may be rendered These are the things up ¬ on which we must rely Fighting mailpower labor food and material credit and money Credit is the base upon which all rests Day by day it is being driven into our national consciousness that ive must produce and produce save and save In order that our armies may have the essentials to victory our pionle must give up the nonessentials There is 110 choice left Necessity commands commandsrnsidint rnsidint Vilsons warning This war is one of nations not on of armies and all our one hundred million people must be economically and industrially idjustfd to war conditions if this nation is to play its full part in tin conflict Tlu problem before us is not primarily a financial problem but rather a problem of increased productions of war essen ¬ tials and the saving of the materials and the labor necessary for the support and equipment of our army and our navy Thoughtless expenditure of money for nonessentials uses up the labor of men the products of the farms the mines and factories and overburdens transportation all of which must Id used to the utmost and at their best for war purposes purposesPREPARING PREPARING FOE THE FOURTH LIBERTY LOAN Kor the purpose of mapping out the organi ¬ sation plans for the Fourth Liberty Loan campaign more than seventy women leaders from all sections of the country will assemble iu Chicago on Inly 15 for a series of meetings to take mi the problems of the next war loan drive which is scheduled to start in October or November These women leaders will include the twelve members of the national Liberty Loan committee headed by Mrs William O Mc Adoo the twelve federal reserve chairmen and the fortyeight state chairmen including those from Alaska and the District of Columbia The sessions will held at the rIackstnnc Hotel HotelDuty Duty of noncombatant Americans Increase pro ¬ duction economize in consumption lend your money lo the government Hold your Liberty lionds and prepare to buy more Spread the propaganda of Thrift make Thrift a Stroug fuudauicutal principle in your life
