NEW PHASE TO CANADIAN RACING OTTAWA Out May 7 A new phase was given tlie racing situation in Canada in the House of Commons yesterday afternoon when the Hon Mr Meigheii acting minister of justice withdrew bill No 71 which had had Its second reading and pro ¬ vided that all wartime ordersincouncil should re ¬ main in force until the present parliament is pro ¬ rogued This leaves the situation as it was before the bill was introduced and the orderincouncil will cease to exist when the peace treaty is signed In withdrawing the bill Mr Meiglien explained that he did so as tlie result of word received from thft prime minister now in France that it Was im ¬ probable the peace treaty will lie signed before August
