STILL WRANGLING IN MARYLAND MARYLANDBALTIMORE BALTIMORE Md March 15 Thos W Clyde turfman and publicist has swung around to tlie view that the Maryland Racing Commission cannot delegate to other authorities its power of issuing licenses it was said today at the commissions offices officesA A few days ago in the course of a half page advertisement Mr Clyde said By undertaking to grant licenses to trainers and jockeys the res istration of colors coiltraits etc tha commission is involving itself In a world of wreck and trouble which tlics law never contemplated Instead of performing the few indispensable and basic duties which the law contemplated it is unnecessarily in ¬ viting numberless petitions hearings and work which if properly and dutifully attended to will keep the commission busy during every day of the year This in my humble opinion Is a giave error and full of peril to the commission and racing in Maryland MarylandAs As the rules now stand which the commission has adopted by a vote of two to one nothing is said about granting of such licenses by the Mary ¬ land commission though the board reserves power to annul so far as Maryland is concerned licenses granted by the Jockey Club and other racing au ¬ thorities thoritiesThe The rules are now in the hands of attorneygen ¬ eral Armstrong together with a request by minority member Timanns of the commission as to whether the issuing of licenses Is not mandatory upon tlie commission commissionThat That tin Maryland board cannot delesate to other authorities its power of issuing licenses has also been the position of former congressman Carvillw I Benson and of AVilliam X Xorris president of the senate who has several times appeared before the commission In behalf of Jockey Carroll Shilling suspended about eight years ago by the Jockey Club for rough riding at Havre de Grace Shilling was granted a license last year by the commission though ho did not ride lie has applied to the com ¬ mission for a license to ride this year
