NEW JEFFERSON PARK RULE NEW ORLEANS, La., Dec. 2. The stewards today changed the rules as to the number of horses that can be scratched at Jefferson Park. At present owners are permitted to scratch down to six horses. Effective December 3, the consent of the stewards must be obtained when the number of entries remaining are less than nine.
