NEW YORKS PECULIAR BETTING CONDITIONS New York July 31 James Butler arrived from Europe this afternoon Tomorrow he will hold a conference with Matt J Winn the manager of the Empire City meeting which will be run off at Brighton Beach and all arrangements will be per ¬ fected Speaking of the racing situation Winn said saidThere There is no other Dlace in America where rac ¬ ing tinder the conditions which prevail here could he kept up When the tracks in St Louis and Chi ¬ cago closed it was because the public would not turn out and the bookmakers would not do business on a credit basis The people here however are different They are coming to the track partly be ¬ cause they want to keep the sport alive and partly for the reason that they are educated up to the new system of speculation Everybody seems to know everybody else and for that reason it is pos ¬ sible to make oral wagers on a sound credit basis It is the right spirit and shows that there is much honor among the patrons of the turf
