OOSSIP OF THJS TURF. The following official ruling was made by the judges at Newport Friday: "After careful investigation we find that H. D. Brown, owner nd trainer, did not use proper precautions to prevent a breach of the peace, but on the contrary, in conjunction with George Keating, Charles Keating and Ted Welker, sought and precipitated a disgraceful fight upon the grounds and within the office building of the Qaeea City Jockey Club, greatly to the damage and detriment of tha sport. Ic is not our intention to pats upon this affair in its relation to tha causes which let up to it and to the individual liability of the participants, but simply as racing officials and under racing rules made for the purpose of making the racecourses of the American Turf Congress safe and free from all lawlessness and danger to participants and patrons, "We therefore, under rule 192 of the American Racing Rulee, adopted by the American Turf Congress, effective January 1, 1899, rule off for life the following persons: H. D. Brows, Ted Welker, George Keating and Charles Keating. "Rule 192 reads as follows: If any owner, trainer, jockey or attendant, or any person uses improper language to the racing officials, or if any person is guilty of using profane or indecent language, carrying or exhibiting a deadly weapon or otherwise disturbing the peace on any racatrack inclosure, he shall ba fined, suspended or ruled off.
