DECISION ON APPEAL. Covtngton, Ky.. Feb. 14, 1800. On the appeal of F. W. Doss fc Co., from the decision of the stewards of the Western Turf Association, awarding purse to the horse Dunblane in race run at Tanforan, December 5, 1899, the Committee on Appeals of the American Turf Congress has rendered the following opinion: "F. W. Doss ic, Co. complied fully with Rule 70 in making entry of their horse, and, so far as the papers show, in registering with the secretary; but Jennings was not part owner of Dunblane" an i the entry of the horse in the name of Jennings only was not in conformity with that part of Rule 70, requiring every entry to be made "in the name of a person having ownership in the horse," Jennings interest in the horse Dunblane" was in the winnings only, which, by Rule 54 does not constitute him an owner. The protest of Doss fc o. was proper and should have been sustained. The finding of the Western Turf Association is reversed and that a-sociation will pay first money of the purse to said Doss fc Co. E. C. Hopper, Secretary.
