HICKS KEINSTATKD.- New Obleans, La., Jan. 5. Special. The Board of Stewards today published the following ruliDgs and recommendations: "For the bast interests of the turf we suggest that Thomas Hatfield, formerly of the firm of Hatfield and Ownbey and of Hatfield, Ownbey and Co., be excluded from the grounds of the Crescent City Jockey Club during the remainder of the meeting. "We further suggest that jockey W. Hicks, who has been on the suspended list, be restored to all privileges from this date. After a careful investigation of the horse Bel-vino, we find it advisable to decline permission to jockey F. J. Landry to accept mounts, and hereby suggest that he be refused all privileges."
