GATES MUST PAY ,000 INSTEAD OF 00. Saratoga, N. Y., August 23. -Messrs. Peter Mc-Grath, W. Davis and W. Hutchinson, the arbitration committee of the Metropolitan Turf Association, which was called upon to decide the disputed McGibben-Cowan wager on Wes, made last Monday, have given judgment in favor of the bookmaker. John W. Gates must pay Cowan ,000 instead of 00 on the ground that McGibben, his agent, was a professional betting commissioner and therefore bound by the rules to verify his wagers.
