WILL NEED NEW CONDITIONS. "It looks to me," said one of the owners at Empire City track, "that the secretaries of the western tracks will have to devise an entirely new set of conditions this fall. Some of our horses have won so much money here that they never could get into any kind of race that Is ordinarily put on out there. The conditions will all have to he changed to read for horses that have not won since August 30, which is the Empire City closing date, in order to give the boys who have won here a look In."
