LOCKE BILL SIGNED BY THE GOVERNOR Now Orleans La June 25 The Locke bill has been signed by Governor Sandeis and will become a law in effect in thirty days from the date of signing The race track people have not yet indicated what their course will be President Heaslip of the City Park Club saying it was up to the board of directors of the two big associations so it will be some time before any definite statement Is made from that quarter It is the consensus of opinion however that there will be no racing here next winter or if there is it will be only a short meeting So far as ih small tracks are concerned it is believed that while they may make an effort to operate they will soon be squelched The elements support Ing the race tracks in the recent fight before the legislature are resigned to the outcome and the hotel people are already getting busy on a plan of campaign to attract winter visitors in lien of the race track followers who spent the winter months here There Is an air of gloom at all places Whje s the horsemen congregate 2
