May 13. — Whether or not prize Bghting, betting and sabs of Uajoot are t.. be per milted in Indiana will depend on the sentiment Of the various communities in which the violations take place, according to a view expressed today by Governor Thomas R. Marshall. Lately the latter has been deluged with complaints from various cities that boxing is permitted. From Orange and other counties have come complaints of gambling. From Fort Wayne and some other larger places it has been reported to him that the lid has be. n tilted so that liuuor has been sold contrary to the law. The governor calls atentioii to ■ portion of hi-Inaugural address, in which be said that it is up to the communities to govern themselves largely in local matters. He s;ivs that it is impossible to enforce the law against l».ing if there is a s.-ntiinent favorable to it in the eit.v when it is permitted. In the ease of Orange county, where then bus been gambling on a large scab- for many years, ho Bays thai the people aeem •• favor gambling so long as it docs not affect the "natives." Gambling bus brought money to the French Lick Valley, which is none too prosperous under natural conditions, and the governor says that enough people there arc in favor of it to make it extremely dillicult to obtain convictions. He will instruct Attorney-General Bingham to assist Prosecutor Houston, of Orange county, in lighting sixiv eight alleged gamblers under Indictment, but he believes that it Will lie extremely difficult to get a Jury to convict thein. II. says that in several cilies the Sentiment regal ling prise fighting is similar to what it is toward gambling in French Lick. He thinks the trouble with the prise tight law now is th.it it does not draw lb • line between boxing and lighting plain enough to help the oilicors enforce it. lie will ask the next legislature to remedy the boxing law so that it will not be difficult to de termlne whin ■ boxing match Is a pri/.e light.
