L. BLUM RULED OFF IN MEXICO. Mexico City. Mix., August IS. — L. Blum, turfman and dealer la thoroughbred horses, well known throughout Mexico, and iiniil recently the owner of nine entries for the first Mexican Derby, was disqna lined and ruled otr yesterday by the stewards of the Jockey ChA of Mexico. The action of the stewards followed the filing by Alejandro De La Arena and Javier Algara of charges f Winning, certain horses, ehietl.v broodmare... arhii h they had bought from Blum and whose physical characteristics, tiny claimed, did not agree with tliosi in the stud hooks. Blum said that he was in no way responsible for any apparent errors in the pedigrees or markings of the horses in question, declaring that in tiie. sale of any horse he simply turned over to the purchaser the certificate which accompanied the animal when he himself nought it.
