KENTUCKY COMMISSION IN SESSION. H. G. Bedwell to Get Re-Hearing August 24 — Pro-posed Amendments to the Rules. Lexington, Ky., August LI. — The Kentucky State Bacing Commission, all the members present except George J. Long, met today and allotted racing dates as follows: Lexington, September 10 to 2S, nine days; Louisville, October 1 to T2. nineteen days; La-tonia. October 24 to November 10, twenty-four lays. II. O. Bedwell, who with his horses stands ruled off. was granted a re hearing, but further action was deferred until Wednesday, August 24, when the full commission is expected to be present. The affidavit if Kiel Williams, a negro groom, to the effect that he iiad doped" Nadav ou July 4 at Latonia without Mr. Bedwell a know ledge or consent was presented. This affidavit was secured by detective Seymour Bell tier at Sheepshcad Bay July 2:!. and Boutler wrote that Williams had refused to return to Kentucky, fearing the consequences of his act. Colonel Young offered i substitute providing that calculations be made on .1 basis of one dollar, and that payment be made to the nickel Instead of a dime as at present. After considerable discussion of the present system if calculation, it was decided that the commission would inviie expressions from representatives of he race tracks, and Secretary Bidwell was instructed to invite the associations to have their epresentatives attend the next meeting. From the rend of the discussion the prediction is ventured that the final action of the commission will be to estore the old-time system, limiting the commission .roin pools to ,"i per cent, and prohibiting the taking if more than fractions of the five cents per ticket. iot per dollar as at present on the breaks. Colonel Young introduced the following additional paragraph to rule 17.! covering claiming in selling races: "If a horse claimed out of a selling race is mind in the possession, ownership or stable of the .icrscin from whom it was claimed within thirty lays after the date of such claiming, the person or persons ■who claimed the horse and the person or persons having the horse in ixjssessiou shall be ruled jff." Colonel Young also offered the following as a MW rule intended to prevent the practice of drugging horses: "On every racing day at the track if each ami every association licensed by this commission, there shall be in attendance a graduate veterinary surgeon; said veterinary surgeon shall be appointed by and shall receive instructions as to is duties from this commission, and said veterinary -urgeon shall be paid at the rate of 0 per day i.v the association owning or out rolling the track t which he serves." These proposed rules are to lay over for thirty days.
