RAISE TECHNICAL QUESTION OF LEGALITY Toronto Ont September 11 A question has been raised here as to the legality of the running race meetings conducted by the Windsor Fair Grounds and Driving Park Association at Windsor because the corporations charter is said to specifi ¬ cally confine the use of the grounds to the holding of agricultural fairs cattle exhibitions and driving competitions The Provincial authorities have been asked to investigate the matter The track has been paying into the Provincial treasury the 200 per racing day fee exacted from race tracks de ¬ voted to thoroughbred racing
