GOVERNOR IS AWAITING DECISION Albany N Y April 9 The present members of the State Racing Commission iu their last report to the Legislature declared that the law as it stands interfered with racing and that as a result horse breeding in this state had been discfyiraged They Informed the governor that under present con ditions they desired to resign and asked the execu ¬ tive to appoint a new commission The governor however is disused to await the decision of the Court of Appeals on the oral betting case before making public his views on the subject
