CLAIMS BILL WILL LEAVE LOOPHOLES. Baltimore. Mil., March 20. That the passage oC the Hall-Williams anti-betting bill will mean racing every day In the year in Maryland was the statement made at Annapolis today by Thomas Clyde at a hearing before the Senate Committee on Judicial Procedure. The Hall bill, which will come as special business before the house late tonight, will, in Mr. Clydes opinion, merely repeal existing racing laws and leave openings through which racing may be carried on in an unlimited degree. "Then." said Senator Bensoti, "the only effect of the bill would he to prevent the use of the pari-mtituel machines." "That hi true," replied Mr. Clyde.
