GERMANY TO LICENSE BOOKMAKERS. Government Announces Details of New Regulations Pari-Mutuel Tax Also Decreased, I.erlin. Germany. March 20. The German govern-tili-nls iiK-asure legalizing betting on horse races through licensed bookmakers was published here today. The bill, which hail been long heralded, aims at combatting hamtliooUs and other illicit forms of bet tiag. which have nourished greatly under the existing law restricting betting to the otlicial highly-taxed pari iniituels. The measure also is intended to dis- enrage Ulting among the lower and middle classes and lo augment the governments revenues by tax Dig the immense sums now illicitly wagered. The percentage to he taken by the government and the race track owners from the takings of the pari iniituels is reduced by the new measure from to 1" per-cx.nt. in order to popularize machine hctfiug. while moneys bet through bookmakers are to be subject to a general tax of per-eent.
