CHANGES IN GERMAN RACING RULES. The executive committee of the Union Club, tne most, inllueiitial of German racing organizations, lias recently announced new arrangements governing Mat races. These regulations have been approved by the Technical Commission and will become effective January 1. 1915. They provide that two-year-olds shall not be permitted to race in handicaps with older horses: that the shortest distance for Hat racing shall be live-eighths or a mile, with, tlie additional proviso that the Technical Commission mnv autliorl7e two-year-old races at four and a half furlongs: that the shortest . distance for handicaps for horses three years old and over shall be three-quarters of a miie: that at least half of the races exclusive! v for three-year-olds shall be at distances less than a mile, and tliat from the last Sunday in July at least half of tlie races shall be for horses three years old and over.
