PLAN DECIDED ON IN ARKANSAS Little Rock Ark March IS Citizens of Hot Springs who have iu charge the litigation which will follow Governor Hays veto of the Sawyer racing bill announced that suit will be instituted this week to test the validity of the veto Injunction pro ¬ ceedings will be instituted in the Pulaski Chancery Court to compel Secretary of State Hodges to Issue a charter under the provisions of the bill If this is denied which is generally conceded an appeal will be taken to the Supreme Court for final settlement A number of prominent citizens who were in the governors office at the time hi Is said to have signed and vetoed the bill will appear as witnesses in the Chancery Court proceedings They say they will testify that they saw Governor Hays sign the bill and that the governor accepted their congratulations They will also testify they say that the iRrsonnel of the racing commission had been agreed upon be ¬ tween the governor and themselves It was to con ¬ sist of Capt R R Rice of Varner Frank Kitchens of Helena and George R Helding of Hot Springs Senator Harry Harris of Clarendon was to get iho position of secretary of the commission Captain Rice says
