THE PENNSYLVANIA RACING BILL BILLA A bill creating a state running and harness racing in the state and pro ¬ viding for betting by parimiituel machines was in ¬ troduced in the Pennsylvania senate on April S by Senator Catlin of Iuxeriic county The bill is to create a commission of five jiersoiis three of whom shall be breeders of horses and no two of whom shall be members of the same racing association They are to be appointed by the governor for terms of four years The commission shall have jiowcr to make all rules and regulations for racing between April 1 and December 1 IJaoing associations may conduct meetings for at least forty days The pro ¬ posed act will not apply to state or county fairs which conduct racing not more than six days a year yearHandlKK HandlKK k making within tlie racing grounds Is prohibited and all forms of betting on the part of jockeys and others conducting the races is pro ¬ hibited Xo arlmiitiiel machines are to he allowed on thp grounds except in the betting shed or bet ¬ ting ring Five per cent of the gross receipts of the machines are to he given to the county treasurer for the use of hospitals and other charitable insti ¬ tutions in the county where the race mooting is held and live per cent Is to go for Improving the roads In the county where the meetings are con ¬ ducted
