i i i • BILL FOR MARYLAND STATE COMMISSION IN. Annapolis, Md., February 11.— A state racing commission of five members is authorised in a bill offered today by Senator Frick. The purpose of th • bill is revenue for tie- state-. No license fee is fixed, however. Senator Prick says in- believes a definite amount should be- stated in the bill be-fore it is enacted into law. but he- has left this question open until his information is mare thorough. All the- e omniissioiie i s are to be name-d by the governor for a term of four years and two of thetn. at least, shall be- bccccdera anil raisers of thoroughbred stock. The commission is to have a secretary at ,208 a year and must report to the legislature at each session t" prescribe the "rules, regulations and conditions under which running races shall be i einibnte d in this state," and only corporations or associations duly licensed by the commission shall have such races. Applications for tliese licenses must be mad- annually, but they are revocable at any time when the- commission deems their contiuu-aaee not "conducive- to the Interest of legitimate racing." All the OShcers, agents, e-mployees of the eeim- liiission and likewise- of the racing associations are to be l*ma iiele- residents of Maryland. All rating must be conducted between April and December. It is onlte apparent that the legislative mind i-1 much mixed en the racing situation. Some of the legislators advuente the- abolishment f racing i-n-■ tirely. while- others contend that it should b-i taxed, but the method should be Indirect, as the commissi n itlea, they claim, makes the state a partner in a game f chance.
