RACING OF TWO-YEAR-OLDS AT JUAREZ. Manager Winn Believes They Are Not Injured by Early Competition — Why Fields are Small. Juarez. Mexico. January 19. — In spite of the fact that the Jockey Club Juarez is racing under the rules of the Kustern Jockey Club, and usually confirms to the rules and regulations laid down by that turf governing body, it has not seen fit to submit to and abide by the recently enaetcd rule regarding the early racing of two-year-olds, for sine- the first of the new year the Mexican Racing Association has been giving races regularly for the two-year-obis, and it will continue to do so until the close of the meeting. Colonel Matt Winn, general manager of the Juarez track, has always been a firm believer in the policy of early two-year-old racing, and while he respects whatever rulings are made by the Jockey Club he did not take kindly to the rule that places the ban on all two-year-olds that are raced prior to April 1. While not attempting to criticize the mandate of the Jockey Club, he believes, like manager Joseph Murphy, of the New Orleans Business Mens Racing Association, that the rule is somewhat harsh and a burden on those horsemen who race their stables in the winter anil early spring. To all intents and purposes the two-year-olds now-racing here will be barred from racing this year on the Hew York. Kentucky and Canadian tracks. This state of affairs is not giving their owners much concern, they being of the belief that public sentiment and agitation fostered by tiie Thoroughbred Ilorse .Association will compel the principal turf governing bodies to rescind the rule before the spring season of racing begins. As a matter of fact, however, only a small num-l er of two-year-olds now racing at Juarez would lie under the ban for disregarding the rule. Frank Weir, Kay Spence and a few others are the only ones who would be affected. The great majority of the two -joar-olds are owned by western stables. which are usually raced on the western tracks following the close at Juarez. As the Western racist associations have not yet adopted the new-rule it can be seen that it cannot apply to this class of horses. Must of the horsemen from the east were under the impression that there would be no early two-year-old races at Juarez, therefore did not bring any yearlings here last fall. This accounts for the rather small number of such horses at Juarez this winter. The number, however, is sufficient to fill the two year-old races regularly carded by secretary Shelley.
