GENERAL NEWS NOTES OF THE DAY. Senator Fall Rep., of New Mexico, has proposed a war measure containing the following phases: 1 Authorizing the President to us.- the navy to protect American ships: 2 declaring that American sailors may oppose and defend against search, restraint and seizure in attacks against our merchant marine: 3 that in event of declaration of war against the United States or attack by invasion, that the President be authorized to in. reuse the regular army by 500.000 men: 4 that provided the German government disavows lawless depredation, that the commanders of American owned vessels submit to search authorized by international law. An investigation into the food situation in Chicago Saturday developed into a charge made by the investigators that the storehouses and cold storage houses were full and that the food scarcity was due to the wholesale dealers, not the producers. A claim was made that food prices were high because of the failure to unload the produce and supplies upon the market. The situation arising from the opposition of certain members of Congress toward President Wilsons desire to handle the international situation, after the adjournment of Congress, has reached an acute stage. •! A special session of Congress may tie necessary to"* handle the situation, promoted by submarine activities of the central iwiwers against world shipping. A battleship measuring 975 feet and with a main battery consisting of fifteen Is inch guns, with a cost approximating 0,000.400. has been specified by naval engineer* as the largest possible vessel to be built that could use the Panama Canal and the harbors of the Cnited States.
