RECOMMENDATION FOR CLAIMING RACES. Submitted by Thoroughbred Horse Association to Kentucky State Racing Commission for Approval. Lexington. Ky.. April 7.— The Thoroughbred Horse Associations recommendation to the State Racing Commission, it was made known today, is for churning races. The Thoroughbred Horse Associations directors at the meeting on Thursday afternoon, which was attended by several owners and trainers who are not on the board, worked tiieir recommendation into writing and submitted it to the commission at its meeting yesterday afternoon. The Sfcommendation combined features of the rules in use in Canada. New York. Maryland and Kentucky last fall and at Havana. New Orleans and Tijuana during the winter. A clause re.piiring horses to be claimed at least fifteen minutes before the race, was adopted from Tijuana where it gave great satisfaction. It comes nearer meeting with approval of all horsemen than anything yet offered. The state racing commission has this recommendation, together with suggestions from other source-, under advisement. Among suggestions is one sent up from Louisville by nix. ut forty horsemen, but it was stated here this morning by John S. Ward, whose name was tiie first on the petition, that it would be with drawn in favor of the Thoroiiyl.hre.l Horse Associations recommendation, which is as follows: "Ii. claiming races all horses are subject to claim by owners of horses running in the race, or their authorized agents, but for their own account only. A horse claimed shall not be delivered by the original owner until authorization be given by the secretary, and the secretary shall re.iuire the peeper amount to be depositf.l with the claim unless the claimant shall have the ■ r..p.-r amount to his credit with the association. All Claims Must Be in Writing. "All horses may be claimed for the selling pries plus the gross money added by the association to a puis.-,,r stake.
