• LICENSES FOR TRAINERS AND JOCKEYS Over 200 Secure Permission to Take Part in Kentucky Meetings — K. Spence Refused License. Lexington. Ky.. April 23. — There licing no quorum, the Kentucky State Racing Commission failed to meet today. The license committee, composed of Messrs. Thomas Hart Tulliot and Charles F. Grainger and Secretary Samuel C. Nuckols, met and granted licenses to 101 trainers, 39 jockeys and 20 apprentice riders. Nine agents were authorized. License was refused Kay Silence and the appli cation of his apprentice rider. Harry Lunsford. was held up pending further investigation.- The charge against Spence is that he solicited a man by letter to make wagers on his horses. Spence denies the charge ami says that he w.-.s on his way from Cuba to Kentucky at the time the letter was written. The party to whom the letter was addressed sent it to the commission, with the statement that Spence is unknown to him. The attention of the licensed race tracks was called to rale 211 of the rules of racing, which forbids the lietting grounds to jockeys, grooms ami ■itahle boys.
