GENERAL NEWS NOTES OF THE DAY An incoming steamship reports having picked up a floating mine about four miles off Ship Shoal Island, Va., which is some distance north of Cape Charles Light. Undoubtedly this is one of the many similar weapons of destruction set afloat by the Genua U-boats during their raid along the coast last week. Government mine swee|»ors are steaming up and down the coast searching for mines and officials exited they will all be accounted for shortly. Sixteen mines have been found off the Delaware capes. Ten were brought in by various destroyers ami patrol boats, three were exploded at sea by a revenue cutter and three were cast up on the beach below Lewes. Del. President Wilsons address at Washington last Friday to a party of Mexican newspaper editors, which* was given out there yesterday for publication in the United States, is expected to be recognized as one of his most important war utterances. It dealt almost wholly with Pan-Americanism by-agreement among the Pan-Americans and it was obvious the president took the opportunity to send back to the Mexican people through ninety or more representative newspa|ter editors, a personal message to emphasize the disinterestedness of the United States in all its part of the fight for world democracy. The gigantic German attempt to reach Paris continued yesterday. The whole German strength is now in action iu the belief that the supreme moment when a victory can be achieved is at hand. The enemy hopes to finish the war before the end of this month, and it is believed a huge German naval offensive and a new effort on the British front may be tried. Nine thousand white draft registrants qualified for special limited military service, were called for yesterday by Provost Marshal ieneral Crowder. They will •» put to work in the military aeronautical corps of the army and sent to Vancouver. Wash., to get out materials for airplane production. A bill granting suffrage to the women of Louisiana was passed yesterday by the lower house of the Louisiana Legislature, 80 to 21. It now goes to the Senate, where suffrage leaders claim they will obtain u proportionate majority.
