NEW ORLEANS PROSPECTS ENCOURAGING Joseph Murphy Returns to St Louis Enthusiastic Over Coming Winter Meeting Sti Louis Mo October 9 Joseph A Murphy has returned from New Orleans enthusiastic over tlie prospects of the winter meeting The appointment of a l oard of appeals of substantial men of the city of New Orleans for tlie Fair Grounds racing is a great step forward and is the preliminary step to the formation of a Jockey Club which will erect a club house on the Fair Grounds and bring to racing a social side which will aid greatly said Mr Muryhy The directors of the business Mens Rac ¬ ing Association have given to tlie board of appeals full authority to act in all cases of appeal and as the board will judge cases wholly on evidence and not influence it will take a lot of pressure off of tlie officials and myself and also off of the directors themselves When there is no appeal from the decisions of the stand people who get into trouble invariably raise tlie cry that we are czars in our position positionMr Mr Murphy is busy answering letters to horse ¬ men He has sent out many blank applications for stable room and has hud posted at the race tracks a request not to ship cripples or horses to be trained for Hot Springs or the other meetings One of the claims made by the enemies of racing at New Orleans was that the shipment of horses congested transportation and Mr Murphy is urging s U patriotic measure that horsemen cut their shipments to the bone
