RECOMMEND LARGER PURSES Big Increase in Kentucky Stake and Purse Values Suggested No Action Taken in Regard to Sale of Latonia and Doug ¬ las Park Tracks LEXINGTON Ky Deceml er 23 The Kentucky State Racing Commission all memlters present and chairman Johnson N Camden presiding met today A sicial committee composed of Messrs Thomas A Combs J O Keene and Thomas B Cromwell appointed by the chairman about ten days ago made a report recommending increase in the added money to purses and stakes that the racing asso ¬ ciations either abolish the practice of issuing for ftsits r assume the forfeits that men who make i business of timing horses and conveying the infor ¬ mation to others with a view to inducing them to Jct upon horse races bo denied the privileges of all nice courses in this state that the practice of charging stall rent during race meetings be abol ¬ ished and that the associations provide kitchens for all owners of stables desiring to board their employes on the grounds These recommendations were daysMeanwhile received and are to lie over thirty days Meanwhile the committee is to have a conference with the track managers relative to the basis upon which their recommendations for increased stakes and purses were made A resolution that the scale of weights for tracks licensed by the Kentucky State Racing Commission be uniform with the Jockey Clubs scale of would be detrimental to the best interests of the breeding industry and the sport of racing inasmuch as the tracks now in ex ¬ istence and licensed by this commission are ade quate to accommodate all the racing days the com ¬ mission is willing to grant grantInasmuch Inasmuch as this action was taken rather more is a war measure than otherwise and the necessity for its continuation upon the records of this com ¬ mission now no longer exists be it Resolved itResolved That this commission rescinds its ac ¬ tion of July 4 1917 relative to the construction of KentuckyTlie additional racing the associations for the spring and fall meetings 1917 and the spring meetings 1918 aud from other information and figures at hand handThe The committee further recommends the adoption of the following to be incorporated into the com ¬ missions Rules of Racing RacingEach Each aud every racing association licensed by this commission shall jiay its stakes and purses in cash or the equivalent of cash If any racing asso ¬ ciation licensed by this commission shall elect to open stakes carrying forfeits such racing associa ¬ tion shall assume such forfeits which hall not be counted as cash for the purpose of payment of stakes or purses but any person owing a forfeit to any racing association licensed by this commis ¬ sion shall be debarred from racing on any track belonging to any association licensed by this com ¬ mission until Mich forfeit is paid No paidNo racing association licensed by this commission shall at any time permit upon its track or grounds any person who makes a Imsiness of procuring in ¬ formation about the exercise trials of horses train ins thereon for the puntose of selling giving or otherwise providing such information to individuals or firms or coritoratiuus with a view to inducing or assisting said individuals firms or corporations lo wager upon races run upon the tracks in Ken ¬ tucky or any other state stateNo No raiting association licensed by this commission shall charge rental for any stall within its in closure or UIHJU its premises on any day then is racing thereon under the sanction of this commis ¬ sion sionEach Each and conferences here last night and today relative to the proposed buying by Kentuckians from Cella Adler and Titles of St Louis and Mrs John Condon of Chicago the La ¬ tonia and Douglas Park tracks but the negotiations were not closed It is understood that within a few days there is to bis another meeting of some four or five men who will be empowered to repre ¬ sent all interests interestsLOUISVILLE LOUISVILLE Ky December 23 Manager John Hachmeister of both the Douglas Park and Latonia race tracks said last night that no of fur had been made for the properties under his control despite the reports that 750000 had been refused He added however that the owners of the plants had been asked to put a price on them by Senator Combs and that a figure hi been named He re ¬ fused to say what the amount was but from another extremely reliable source it was learncc that it was 92000 92000As As to Churchill Downs president C F Grainger stated that the owners neither received an offer nor had they been asked to set a price on their holdings but admitted that Koine conversation had been indulged in on the subject H C Apple Bate treasurer of the Downs ami also a large stockholder said that no offer had been received but if a sufficiently attractive one was forthcoming this owners of the plant might deem it wise to ac ¬ tcut it In speaking of Latonia and Douglas Park manager Hachmeister said that last summer an offer was made for both tracks and that this was refused It is aov believed that this was the 750000 offer winch is retried to have been
