M WINN FOR 1000 MINIMUM PURSES LEXINGTON Ky April 16 General manager Matt J Winn of the tracks of the Kentucky Jockey Club arrived in Lexington from Cincinnati yester ¬ day It Is his first visit since he was elected to the post of general manager over all of the Ken ¬ tucky tracks He expressed himself as well pleased witli the progress that lias been made here and the state of preparedness in which he found things under the direction of manager R L Baker Col Winn said witli reference to his jwlicies jwliciesIt It is my notion that the minimum purse at all Kentucky tracks should IK 1000 and that it hoiild be maintained at that figure Mind now I do not say the added money to every purse should bo 1000 but that should be the lowest I think thn distribution should average 10000 l n day spring and fall I think the recommenda ¬ tions made by the committee appointed by chair ¬ man Camdfii of the State Racing Commission are excessive though I understand fully that they apply only to the spring meeting of 1919 There are to b lean years in racing in Kentucky It is in the nature of things that there will be So I think it preferable to create a surplus fund to take wire of those loan years Why have great big purses in the spring and tlien smaller ones in the fall Why not have average purses both spring tmd fall and keop up the quality of the performers and the performances performancesCol Col Winn stated that he has purchased a home at Fifth uiidGarrett streets in Covington and that he will shortly take up his residence there
