C J FITZ GERALDS GOOD SUGGESTION NEW YORK N Y July 18 Manager C J Fitz Gerald of the Empire City track is of the opinion that it would be a valuable reform to place a steward in the stand on the inside of the stretch at the furlong post whose duty it would be to pay especial attention to the running of the horses In the stretch just where it is next to impossible for the patrol judges to keep a close and effective watch upon the horses The lafe John Carter in ¬ troduced in California the plan of placing one of the patrol Judges in the furlong stand but Mr Fitz Gerald is of opinion that the gentleman occu ¬ pying this position should have equal authority with any of the stewards acting in the regular stand
