BLOCKING CHICAGO RACING Governor Small Ljkely to Refuse to Sign Ryan Measure if Passed From a good source comes the information that the Illinois racing bill is doomed to failure failureThe The Ryan bill in the legislature can be passed without hitch As a matter of fact the road has been smoothed for some time Enough votes for its passage have been pledged both in senate and house but the obstacle is Governor Small He has intimated that he will not sign the bill when passed passedThere There are only fifteen days left of the legis ¬ lative session and it will require fast work bnt those in back of the bill think they can pass it in both branches in less than ten days The bill car ¬ ries with it a three member commission proviso and while it embodies the mutuel style of betting the intent was for the commission to say what form should he used for this year and as there was little or no opportunity to install nuituols and get an up todate racing plant in order the Hawthorne track was to be pressed into service this slimmer Next year the racing was to be under the auspices of a new North Shore Country Club and the track located the other side of Evanston some five miles nortli of Chicagos limits The racing party has not entirely given up hope but there is no longer the optimism of last week for it had counted as certain that the governor would sign the bill Something lias recently got in the way
