February 14. — An initiate petition to place on the ballot of the November elec-l tion a measure legalizing netting on races under J the pari-iiiutuel system is to be circulated hy the Western Fair Association. The proposed act would create a racing commis- s- sion of five members, to he appointed by the gover-- •- nor. and would allow eighteen days of racing. Sundays 1- excepted, in eucli county in any one year.
