RULES AGAINST MUTUELS According to a report from Charleston, W. Va., the West Virginia Supreme Court ruled Monday that the pari-mutiiel method of wagering on horse races is a violation of the laws of West Virginia and cannot be operated at the tri-State Fair meeting, which opened yesterday. The court was asked to issue an injunction to restrain the prosecuting attorney of Cabell County from interfering with the operation of the devices. j ; ! l i
