TAMPA VOTES AGAINST RACING TAMPA, Fla., Jan. 21. Hillsborough County voted yesterady on permits for horse and dog racing. Sixty-nine out of seventy-three precincts gave the following: For horse racing, 1,164; against, 1.261. For dog racing, 1,182; against, 1,262. The vote was the lightest in years, bringing out less than 3,000 voters of a normal .county voting strength of 25,000.
