NAME CIVIL SERVICE HEADS Clayton F. Smith, president of the Board of Cook County Commissioners, appointed two new members of the Cook County Civil Service Commission on Tuesday. The appointees are: Albert J. Flynn, 2440 Logan Boulevard, who will succeed Henry P. Hizer, and N Oscar W. Schmidt, 827 Elmwood Avenue, Wilmette, who will succeed George T. Moxley.
