Swope Urges NARC to Respect Rulings of Other Commissions CommissionsNEW NEW YORK N Y May 29 Chairman Herbert Bayard Swope of the New York State Racing Commission has urged the National Association of Racing Commis ¬ sioners to adopt the following resolution Every commission shall respect the rulings of other commissions and if any change is made in such ruling it can only be made in the state of original jurisdiction jurisdictionSwope Swope wrote the national association I think this is extremely important and should be worked out now My position in the matter of uniformity of rulings is shared by my associate commissioner Ash ¬ ley Cole
