PHOENIX MEETING DECLARED OFF. San Diego. CaL, April 21. — Opposition of the Arizona authorities has resulted in the cancellation of the proposed thirty-day rare meeting at Phoenix, planned to open April 29. Local horsemen, who intended shipping their horses from Tijuana, had about abandoned hope of the meeting being staged, but many of them still held to the belief that the governors opposition would be withdrawn. The following message, received from C. D. Boyee, promoter of the racing, officially rings down the curtain: "Race meeting is off. Please notify horsemen. Will have meeting next fall. C. D. Boyce,"
