. I THE INDIANA RACING BILL. Indianapolis, Ind., February 28. The full toxt of the Willoughby racing bill, which was passed by the House of Representatives last Friday, is as follows: House bill No. 602. A bill for an act concerning bookmaking and pool selling and providing penalties: Section No 1. Be it enacted by the general assembly of the state of Indiana that any person who keeps any room, shed, tenement, tent, booth or building, or any part thereof, within this state, and who occupies the same with any book, instrument or device for the purpose of recording or registering bets or wagers, or selling pools upon the result of any trial or contest of skill, speed or power of endurance of man or beast, which is to be made or to take place within or witbout this state, or any person who records or registers bets or wagers, or sells pools upon the result of any trial or contest of skill, speed or power of endurance of man or beast, which is to be made or take place within or without this state; or, being the owner, lessee or occupant of any room, tenement, shed, booth or building or any part thereof, knowingly permits the same to bo used or occupied for any of the purposes herein above set forth, or therein keeDS exhibits or employs any device or apparatus for tho purpose of recording or registering such bets or wagers, or selling of pools as are herein above set forth, or becomes the custodian or depository for hire or privilege of any money, property or thing of value which is staked, wagered or pledged contrary to the provisions of this act, shall be guilty of a misdemeanor, and on conviction shall be punished by a fine of not more than five hundred dollars, or by imprisonment in the county jail for a term of not more than six months, or by both such fine and imprisonment: Provided, That nothing in this act shall be so constrned as to prohibit or make it unlawful for any person, firm, company,corpora-tion, society or association withiu the inclosure of fair grounds or race courses at and prior to time of contests of speed of horses thereon, to registor bets and wagers, make books, sell pools or wager upon any trial or contest of speed : Provided, That it shall be unlawful to make and soli said pools or book bets to minora, and any person selling said pools and book bets to any minor ehall be deemed guilty of a misdemeanor, and, upon conviction, shall Jbe punished by imprisonment in the county jail for a term of not less than three months or more than one year, and by a fine of not less than five hundred dollars. Section 2. All acts or parts of acts inconsistent or in conflict with the foregoing section are hereby ropealod. Tho motion for reconsideration of the vote by which tho Willoughby bill passed the House was overruled by tho speaker on the ground that it was not voted on within twenty-four hours aftor it was made. As the session expires next Friday active work . will bo required to secure tho bills passage i through the Senate, where it first appeared today, . and if it does pass that body the Governor will, it is thought, voto it. Ho has been active in opposing the bill, but is far from being in i touch with the legislative bodies of the state,
