The Committee on Appeals has rendered the following opinions, viz : "In the case of L. H. Ezoll against the Harlem Jockey Club, we are of the opinion that Rule No. 2t5 was complied with. The rule does not contemplate that the complainant shall, in person, give notice within five days. We hold that ho may in person, by an attorney, or other authorized person, give the notice. In what more official way could he give notice than through tho Secretary of the Committeo on Appeals? Hence the claim of tho Harlem Jockey Club that Mr. Ezoll could have no standing before the committee is untenable. So far as these papers show the decision of the club that the race was no contest is erroneous, and the purse should be paid to the proper parties." Stanley Francis and John Krepper, outlaws, were reinstated by the committee.
