ST. LOUIS NEW TRACK. Says the St. Louis Sporting News of last Saturday : "The Kinlock Jockey Club has elected the following officers : Joseph D. Lucas, president : Ed Butler Jr.. vice president ; Phil Chew, secretary and treasurer. The new track will be in operation in September. Said President Lucas on Monday : " We have arranged to put as large a number of men on the ground as it will carry, and they will work in day and night shifts until the tracks and the buildings are completed. Nothing will be wanting. The stand will be a thing of beauty and a joy forever and will be equipped with every modern and up-to-date improvement. The paddock will be a revelation to St. Louisans and the betting ring will have none of the characteristics and drawbacks of the Black Hole of Calcutta, which the betting rings around here have all been handicapped with. The veteran Bob Pate, who has raced around the world, will be in charge of the physical end of the enterprise, and every one knows that he is an adept at his business. " Discussing the proposed new track. Barney Schreiber said recently: "The proposed location at Kinlock is only a mile away from my breeding farm, and as it will tend to increase the value of my property, I have a substantial reason for regarding the project with favor. But I fear the new track and its appointments a re not designed on sufficiently broad lines. To win the patronage of the St. Louis race going public the grandstand and other buildings must be up to the highest standard of modern excellence, better than the Fair Grounds equipment. Besides this the racing officials selected must be of such generally recognized ability, oxperieuce and high standing as to command respect and confidence from the out-sot. They are not in sight now and 1 do not !: iow how or from where they can be secured an I from what I have heard of the estimated cr 8t of the buildings they will not be what they should be to render the new course an immediate attraction and success. Still I will be pleased if 1 prove to be mistaken."
