BOTH MANAGER AND SECRETARY. San Fkanoisco, Cal., Nov. 23 Charles F. Prico, already general manager of tho California Jockoy Club, has boon appointed secretary as well. In the latter capacity he succeeds K. B. Milroy, who has been secretary under Thomas H. Williams, Jr., over since the latter took charge bb President at the old Bay District track in 1892. Mr. -Milroy has never been actively associated with the racing department, devoting himself to the bookkeeping and financial department almost exclusive- ly and will continue to exorcise practically the same functions as bookkeeper and collector, while Mr. Price will control racing details hereafter.
