LOCAL TURF GOSSIP. John Condon, who is interested to a considerable .extent in the California Jockey Club, received a dispatch during the afternoon yesterday from President Tom Williams of the California Jockey Club, stating that the measure before the board of supervisors providing for the reopening of Ingle-side had been ordered passed to print by a vote of eleven to five. The bill will come up for a final hearing next Monday, and it is confidently expected that it will be passed by the same vote. Jockey Winkfield was yesterday suspended for all but his contract employer, P. Dunne, pending investigation of his ride on the heavily-backed favorite, The Don, in the second race. Jockeys Birkenruth, C. Bell and Donnelly were assessed 5 each by the starter for misbehavior at the post in the second race.
