"WII.Ii ENFORCE RULES. The stewards of The Jockey Club intend to enforce the rules governing racing this year as never before. Owners, trainers, jockeys and every one connected with the sport will be compelled to conform strictly to the letter of the law. Nothing in the way of evasion will be tolerated. This will apply particularly to the granting of licenses to jockeys and trainers, the registration of partnerships, the registration of colors, and other regulations provided for in the Rules of Racing. For some years past it has been the custom for the representative of The Jockey Club to grant temporary permission to jockeys, trainers, owners and others, pending official action of the Board of Stewards on the formal application of the persons to whom such permission was granted. This year all this will be changed. No jockey will be permitted to ride a horse and no trainer will be permitted to handle a horse until his application has been officially passed upon by the Board of Stewards in the regular way. An official notice to this effect will be promulgated by the Board of Stewards in about two weeks. The decision was reached at a recent meeting, and it was proposed to make the order public in time to give the persons concerned a chance to comply with the rules .before the opening pf .;the, meeting of the Washington Jockey Club at Bennings on March 23. Heretofore it has been the custom of horsemen, trainers and jockeys to wait until they reached Bennings before attending to such little formalities as the application for licenses. This year such persons as have not secured their papers will not be allowed to participate in the meeting in any way. No temporary permission of any kind will be granted. Daily America.
