Even where the race has been "run when a bet is made there Is no reason why he should not pay, unless he suspects the bettor already knew the result, or he had a declared tinie limit, after which he would not accept bets, ir lie had a" time limit on the fourth race at Latohla that was moved up In time of running because the third i race was declared off, it would be within his rights to declare off bets made prior to the actual time of running.
