BALDWIN VISITS OAKLAND. Oakland, Cal., January 3.— E. J. Lucky Bald win was a visitor at the track today. The famous turfman waxed enthusiastic over his Arcadia race track project. The track proper will be one mile and a furlong with a seven-furlong straightaway out of a chute. He says that it will be ready for racing by next November,
