WOULD RATE HORSES AS CRIMINALS. Memphis, Tenn., December 7. Circuit Judge Ma-lone of this city today declared himself in favor of enacting a law punishing with death a horse or any o.ther domestic animal which, had killed or maimert a human being. Judge Malone arrived at tills conclusion after reading a dispatch relating the death of jockey Mosier by the horse Kercheval at Nashville last week. He believes that an animal should suffer the penalty of the law just as an individual would if guilty of a felonious assault with murderous iritent and that such an animal la too -dangerous- to live.
