BILL SCULLY EMPHATIC AND OPTIMISTIC. The- agitation against racing and letting which prevails in some quarters in New York will not have any effect on the situation next year, says W. O. Scully, the bluff turfman familiarly known 011 the metropolitan and Chicago tracks as "Farmer Bill." A New York uewspapr, man the other day askeel Mr. Scully for bja opinion, which be reported as follows: "No racing this year? How in the world are they going to keep the people away from the race tracks? Will you ti-11 me that?
