STRICT REGULATIONS IN FORCE. New York. July 13. — A strict interpretation of the Court .if AppeiN decision covering oral betting permits the display of odds and the settlement of wards. The .New York racing associations are following the spirit of the law so closely, however, that the display of prices is prohibited by the race track detectives, while settlements cannot be made until the next day
